I’m really scared than Ninetales is gonna end up stuck in oubl limbo… Honestly, if anything gets banned it should be veil. Right now, Ninetales is really the only reliable user, so banning the move wouldn’t really hurt anybody else. If veil gets banned, then Ninetales will likely drop out of OU, meaning Bax looses its primary snow setter. I just really don’t like the idea of sending an average pokemon to Ubers because of a single move.

Imagine pairing this up with manaphy’s other signature, Heart Swap. This would basically make manaphy a supportive booster in singles, amping up special sweepers. Or in singles it could be an anti setup that steals other people’s boosts and proceeds to setup… although, it would probably get more mileage out of haze, aside from the drawback of removing its own stats, it has the ability to just amp itself up and sweep in its own right. Or it could give those stats to its ally in doubles.

I have a better idea: when it's out on the field, all moves and abilities that take time to work happen instantly. And it negates Recharge. Solar Beam no longer takes 2 turns, giving Celebi a powerful 120 base stab it can use immediately, Hyper Beam is free, Slow Start is negated, Blast Burn doesn't recharge anymore, Future Sight hits immediately, etc.....(and I think Celebi gets it too, which allows it to have TWO 120 base power stabs free to use). And for a signature move, Celebi can make a Pokemon have to charge their last used move like Solar Beam.

Probably not since Shell Bell relies on you attacking to restore HP and Manaphy needs to set up initially before it starts attacking which is where Leftovers comes in giving you health back on those turns to allow for more efficient setup

Shell Bell is pretty bad as an item, either you want the consistent recovery for better set up like emvee said, or you want the damage boost from other items for the ability to pick up KO's more efficiently

In addition to what Emvee and others have already said, 1/8 healing is just not enough to justify shell Bell over lefties most of the time. You have to deal 50% each turn to even match lefties recovery and that’s assuming that the opposing pokemon has the same HP stat as you. With a low HP pokemon like kartana (59 base) you could get a lot more mileage out of it than a Pokémon like manaphy that has pretty high HP (100 base). If you could consistently deal 50% per turn, the game would be over in 12 turns which at that point why even bother with a slow paced item like lefties or shell bell over something with an immediate effect like sitrus berry, a boosting item, or lum?

Use pokemon with Infiltrator, Brick Break, Psychic Fangs, status, Haze, Knock Off (to get rid of your opponent's Light Clay), and weather setting pokemon to turn off the snow. I know screens/Aurora Veil is a bit overpowered but it can be dealt with. I think Tyranitar is a great check to Baxcalibur because sand chips away at Baxcalibur's health, removes it's defense boost from snow, OHKOs with Stone Edge, and can Knock Off it's Loaded Dice or Heavy Duty Boots.
