He's always had the issue of faster stronger Pokemon but if something couldn't 2hit kill, they were setup in the rain. He completely breaks apart stall and balance under rain since speed isn't an issue there and that forces everyone to play offense to get around him. He would limit playstyles

Manaphy, Greninja and Pelipper walk into Gen 7 and each of them gets to bring 1 new thing with them to make them more viable or versatile Pelipper goes the simple route and takes Drizzle, believing that with it helping both of its STABs and having U-Turn and Defog, it could be quite a good user of the Ability. Greninja says it wants the form it gets in the anime with massive power boosts to go along with it. They give it +50 to it's attacking stats and +10 to it's Speed, and make Wtaer Shuriken auto 3 hit with Technician priority level power and make it a Special move to boot. Greninja is pleased. Manaphy says it wants a way to make its moves even stronger or possibly win with Speed. Sticky Webs is given to more useful Pokemon and they make Z-Moves which can either make Manaphys moves hit harder or increase it's Speed if it decides to Rain Dance. Manaphy is also please. Then something new floats in... A new Pokemon? This being explains itself to be one of the new Legendaries, Tapu Koko, and also tells them its the reason they we're given this opportunity. "Now then, let's get down to business... I think, with these new buffs the 3 of you have and me... We can make Rain a viable strategy again." Tapu Koko says to the Pokemon. They all get excited at this new prospect and decide to see how it goes... Things go well the first year, but not perfectly... Almost as if something was missing. Then, at the announcment of Ultra Sun and Ultra Moon, as the 4 Pokemon we're playing cards, the door and most of the wall were suddenly destroyed. In walked a large Mega Swampert followed by a Ludicolo and a Kingdra. "Yo, we're here to complete your team. Rain for lyfe motha' fucka'!" Yelled the Mega Swampert before destroying another wall. It seemed to perfect now, for Rains viability... But would it last? Find out in Gen 8 when we learn WHICH POKEMON ARE IN SWORD AND SHIELD

Volbeat sucks anyeay because of it's miserable stats, poorly movepool & useless ability. Even if it did have some unique movesets like Tail Gliw, Baton Pass and others, it still sucks anyway.
