When cold water fishing bro if they aren't hitting a slow straight retrieve on a crank. Try a reel reel stop technique, many times they will hit ot when you start back reeling

I see you using live scope but don’t have a jig head minnow!?! Get a 3/16 vmc screw lock hybrid swim bait head and some crush city freeloaders. Also some regular 3/16 jig heads and some mooch minnows. Hover over em and they smoke it. Come out on lay with me if you want
