6:04 for some reason many get this wrong. The test is not to be able to sit up with no hands. In a perfectly balanced position you should be able to bring your hands behind your back without changing anything else - i.e. keep the torso angle as if the hands are still on the bars. For that you also must be pedaling reasonably hard or your torso will be sinking anyway

I measured my inseam to size my Canyon bike and then set my seat height by feel. I used the formula here to see how accurate I was and I was bang on, down to the millimeter. Now only if there was as precise a way to measure fore/aft.

The second method takes no account of crank length.

Using the 109% method takes the crank length into account. If you then realy want to measure from the centre of the crank you can simply deduct the crank length.

It doesn't matter because it produces results which are centimeters away from the optimum (and that's where 3-5 mm play role). In my case, that would be 27 mm more than what I have after numerous professional bikefits
