What we got is a total guilty pleasure movie, but over all poor in story. Like this video shows, I think the Sarah/Gracey sections are the strongest scenes.

I read a very old novel once that did that: showed the ghost's life up to their death. It had nothing to do with the film, but that concept is what I used somewhat

I think they also did intend her to be Elizabeth, just without knowledge of her prior life. It's a Disney flick, so you need to look at it a bit more black and white, not too complicated.

Elizabeth probably had a mixed-Race, which ramsley being gracey’s butler opposed Edward’s relations with. So that’s how you know.

I always figured Elizabeth had a sister, who went on to have children either in New Jersey or who eventually ended up in Jersey, and that sister's great-great-great-something-granddaughter is Sarah. Also, they say that at any given time, there are up to 7 other people in the world who look just like you. If that is the case, and appearance is a genetic trait where great-grandchildren sometimes look like their departed great-grandparents, any of Elizabeth's look-alikes from 1880 could have produced a great-great-something-granddaughter who looks just like the lookalike AND Elizabeth. I think Disney was playing on that idea that it was just one in 10-million chance that Sarah just happens to look like Elizabeth's twin, but isn't actually a reincarnation. I mean, technically, if Elizabeth's spirit has been hiding in the Manor all these years, Sarah can't be a reincarnation cause Elizabeth's soul wasn't available for re-planting.
