Here are three different kinds of traffic lights that you will see when making a left turn.
On the green arrow, you can proceed Because you have the right of way.
This never means that you simply proceed without looking, it simply means that if the road is clear you should proceed.
On the solid green light and the flashing yellow arrow, you must yield to oncoming traffic.
To yield means to wait for the other drivers to proceed and then to proceed after everyone else has gone and the road is clear.
To yield means that the other drivers have the right of way.
It means to give the other drivers a few minutes to pass, and when the road is clear, then you can proceed safely.
So, for example, to "YIELD ON GREEN" means that when the light turns green, you must wait before you proceed (even though it's green and that usually means you can proceed freely); the sign is telling you that even though the light is green, you'll still have to wait in this particular situation.
