Can I bring the graphic feel of the video to Spine version 3.8?

I'm not sure what you think by "graphic feel". If you refer to the quality of the animation, sure! It will be more complicated because you don't have the new Graph view that is available in 4.0. so you will have to key more, to get the same result.
