@@sgreen4865 Dunno, maybe Picard permitted it as Troi's meant to be ship's counselor even though she wore a skirt uniform way back in the first episode. It wasn't until Season 6 "Chain of Command" where Captain Edward Jellico took command of the Enterprise and requested Troi wear standard uniform. And even after Picard resumed command, she continued wearing standard uniform. Although, she'd still wear her nonstandard uniforms now and again through Seasons 6 and 7. She even wears one of them at the end of the final TNG episode.

He then made his way to the command chairs and placed the Picard doll in the captain's seat before taking up his own, a large grin spread across his face.

Worf Day, everyone wears Klingon ridges and baldrics. Lt. Commander Data Day, everyone has themselves painted white, hair dyed dark brown and combed down and wear yellow contact lenses. Dr. Crusher Day, everyone wears blue lab coats. And Counselor Troi Day, everyone wears fancy outfits and black contact lenses. Oh, and if Wesley had still been on the Enterprise for Ensign Crusher Day, everyone wears a grey sweater and expect people to say to them "Shut up, Wesley!".
