It's part of the changing of the guard ceremony. I was lucky to witness that and a wreath laying ceremony.

I know you asked the question 6 months ago, but I'm just now seeing it. They have a spray bottle of water in that little white box and he was most likely spraying his gloves. Their gloves are made of cotton and they get really dry, especially in the summer and it makes handling the weapon very difficult. They often spray them prior to the Changing of the Guard Ceremony so the weapon doesn't slip.
