I had a dog very similar to this! The issue was the constant moving I was doing while working, once I was more settled, they weren't so concerned about their surroundings. Somethings you can do to help them be more comfortable in public, are things you might do at home with them. Bring a rope toy from home on a walk, tug of war with them while walking down the sidewalk of busy areas. Shows them you're comfortable, so they can be too. Also, try and sing a melody when you play with them or feed them at home, singing that or humming it during the walk will calm them as well. Love you Tom, you fucking ROCKKKKKK!

Yeah, I noticed early on that Tom has no knowledge of how to train a dog, which like he said is dangerous, for both Charlie & everyone else. He makes the same mistake lots of people do; talking to dogs as if they're human and understand English. Dogs learn (single-word) commands through repetitive training & reward at the hands of an experienced trainer. Tom needs to bite the bullet and send Charlie away for professional training; they'll both be much happier in the long run.

It's like you're connecting people to how people had fun in the 90s/early 2000s. Those who might need a little idea like that, through example. To be of good cheer, to have wonder. You're also reassuring people who knew how to have fun in the 90s/early 2000s that it could continue. You're also showing others great respect and dignity for who they are. And a lot of people are lonely and just need connection so it's great to see people smile after a moment of chatting. On another note, you gave me a good idea...we also have a puppy that's almost one..people don't always know she's a puppy just by looking at her.
