If talking Vs series. I don't really think so outside very few things. Tsurugi shield rush barely compare to charging star power. It's not nearly as fast and not really nuetral tool but more of combo and pressure tool ( ex version is though). Tsurugi may be closer to MvCI winter soldier with both of them Having a stance to nullify mid and high attacks. Tsurugi still lacks a projectilw
