This was a tactical move by Tony and I think that Silvio understood that. In Mayham he saw how everybody kept losing their respect and loyality to Tony when he was in the coma. And while the fear of him definitely returned them back on line after he woke up, he knew that it had left a bitter taste in their mouths. In an earlier scene in this episode Silvio interrupted Tony when he was talking about his weakened state, trying to protect the man. He knew that the fear and respect was the only thing keeping them on line and that Tony was on the brink of losing it. Here he saw what Tony was doing and realised that this was necessary,. Just look at him at the end. He knew exactly that this is what Tony needed to do to maintain his power. By beating the strongest looking guy around, he got back all that respect and fear he used to have.

This is such a deep scene. When Tony walks in, he immediately doesn't like everything going on in the room, as no one is acting uneasy around him. He wants them all uneasy and looking at him in fear each moment, and he considers this disrespect. This fight had nothing to do with anything except for him picking on an opponent that is better physically than he is, just to show he can beat the best of them. The truth is, it was a dick move. He caught the guy off guard, and he was obviously one who had respect for Tony. That put him at odds with fighting back vs just taking it. Tony knew this and took advantage of it.
