I think the events of those Adam Mitchell comics were the reason he said that. In the past, The Doctor would've happily kicked out the companions out for doing something they didn't like. The aforementioned Adam Mitchell was an example of such cruelty. The events in the comics concerning all of The Doctor's first eleven regenerations and Adam Mitchell changed them. The Doctor wasn't as kind as they should've been to Adam and it turned Adam into a monster.

not a quote but for me one of the greatest scene's in Doctor Who history is the Anti-War Speech from The Zygon Inversion. Such gravitas and power and emotion. you could feel every word. I just love that whole scene. Capaldi really showed how much of a seasoned actor he is in that scene. I cannot praise it enough. I also love the quote from Vincent and the Doctor "Life is a pile of good and bad things. the good things don't soften the bad things but vice versa the bad things to necessarily spoil the good things or make them unimportant" I also loved Smiths regeneration speech.

No it isn't, it actually has stuff from the older incarnations of the Doctor, not just the revamped 21st century Doctors. Your list is all new Doctors. They aren't the only ones that had good lines. Not that these aren't good lines, but your list is very narrow. That's kind of a joke. No wider range capturing the entirety of the Doctor on there.
