Hammer bros are bowser's army elite. You would not meet them normalny on the road. Bowser would have a reason to send elite for you. For example you're wanted in Koopa kingdom or you are public enemy. Like in real life every army has elite soldiers and you don't meet elite without a reason.

It depends on which one, but Lakitu could be the most mellow or the most day-ruining. One of them could be kind and cultured, gleefully watching a race , recording videos for movies and news stations, or giving coins out because it's a nice thing to do. Another could feel like the spawn of Satan due to their desire to throw dangerous objects at people. They could be the most feared assassins and criminals, waiting for a person to leave their house only to get bonked over the head by a spiny. It really depends on which Lakitu you meet.
