Well, Birdo has always been a weird case in the Mario universe, but this is how Japan and America sees it. The original Japanese game of Doki-Doki Panic sees Birdo, in its entirely of the game, as a "he." After the success of Doki-Doki Panic of a festival done in Japan, when Nintendo was chosen to commission the game, they were free to use the game as they pleased. After the success of Super Mario Bros 2 (Japan), known in the world as, The Lost Levels, they wanted to ship the game overseas, but due to the "difficulty" of the sequel, and having to bring the video game industry after the Crash of '83 back from the dead, they kinda want Nintendo to keep a fresh face, so Nintendo of America deny the game as a whole, so Nintendo of Japan needs a plan. With Doki-Doki Panic having to be already out, at the time, they just replace the original characters in favor of Mario, Luigi, Peach, and Toad. When the game was being localized, they notice that Birdo has a more "feminine" charm around him, and due to the United States having "Christian Morals," they changed Birdo to "she" to avoid controversial issues with families believing it's okay to be transgender, which back in the 80s, was deem a "sin." Though Dr. Wily, I would like to see an evolution video on Birdo when you got the chance to do so.

Well Birdo are species so i guess there are different Birdos in each game. Except for one, that i forgot her name that was confirmed a female, which is the one that appears in Super Mario Bros 2 and has a female voice in the remake and even helps you get across in one level. Its kind of a hidden development with a character that goes from a villain to kind of an ally, since if you kill her you wont be able to get through the level

Yeah, I never played Link's awakening. However there was a similar enemy to the shy guy, in Zelda: A Link to the past. They were called Goriya, with mask like faces, with disturbing dark shot eyes. They use to terrify/ annoy me with the movement mimicry, and shooting at you when they face you.
