Yeah... that's how it was on my block. I watched the neighborhood go from, well, basically all European Catholic in the 60s (Italian, Irish, Polish, German) to the United Nations. We welcomed everyone. Taught the Indian kids to play stickball in the street, Cricket didn't translate well! When Ma passed 5 years ago we had food from the Dominican, Phillipines, Honduras, Southern fried chicken. My well off cousins were amazed. I unfortunately live in a crazy Karen world now. And, also unfortunate, my old hood was decimated by developers. I'm part of that, I took the $ and ran as I couldn't afford to live in Jersey City, NJ anymore. But wow. I knew Chicken Masala, Churrasco, Chicken wings and Shepherd's Pie before they became GOURMET. I had it good and I know it.

Yes, if someone’s deliberately moving them to that property. Tree branches that fall naturally on your property obviously aren’t illegally dumped. If someone cut a bunch of tree branches and then dumped them in your yard, that’s illegal dumping. If the OP did actually dump leaves onto her property, then technically speaking, the Karen is right in that case.

Kinda maybe... scammers/moorish/sovcits have been squatting in nice, well kept, unoccupied homes. They take posession (even while someone is gone on vacation) and then have to be forced out. Sometimes they fake a sale agreement, deed etc to fool police. They would even have all the locks changed on a property they didn't own. It went rampant during lockdown as many areas had a moratorium on evictions, so real owners were screwed for 2 years! Instead of being residential burglary or breaking and entering, an inept dept. might think it's a civil dispute and that the "new residents" need be evicted.
