Martin Fawkes I don't think they were trying to exterminate the Peruvian Pan Flute Bands; if memory serves, they were just deporting them all to Peru. And even then, they were manipulated into doing that by the Giant Guinea Pig's leader who was trying take over the world for his kind. They were tricked onto believing that deporting the pan flute bands was in the best interest of the US. The only thing I can think of that they did that was messed up and was completely unjustifiable was trying to turn Awesome-o into a weapon. The attempted nuking of our imaginations was to keep terrorists from attacking the US from there, the attempted nuking of Heaven was because they had discovered that Saddam Hussein had a chemical weapons plant up there, and the war with Canada was started by Kyle's mom trying to have Terrance and Phillip executed for corrupting America's youth with bad words. In South Park, the US military is portrayed as stupid and easily manipulated, but not necessarily villainous.
