A great non-Marvel/DC hero hero that must continually hold back from using their full potential are Spawns. The early form pretty much all the Spawns are given a very limited amount of energy which once depleted would send him back to Hell. This causes Al Simmons to find other means to take down his foes like using guns or just using as minimal amounts of his precious energies as possible.

Citizen Steel. His super strength, combined with his losing all sense of touch, meant he had to be permanently encased in a special armor that dampens his strength least he accidentally hurt someone or break anything he touches since he could not control his strength (lacking feedback). The one time he took off said armor, he literally knocked down a god that the entire JSA and Earth 22 (Kingdom Come) Superman combined were struggling against, in TWO blows.

A bit interesting is that by holding back, or use the least suitable of their powers, in combat together with friends they risk the lives of those friends. Superman shouldn´t need any one to fight with him as long as he doesn´t face magic, for instance, but should be able to take down anyone.

Actually, During the Sinestro Corps War, the No-Killing restriction was lifted by the Guardians because Sinestro's corps was able to kill any Green Lantern at will, and the GL couldn't defend themselves. I haven't seen a panel where we're told that the No Killing restriction was put back in place.
