The majority of the Filipinos who have better English and an accent in the Philippines are from Luzon. I visited Mindanao and Visaya and 75% of your people cannot speak proper tagalog and can’t speak English at all... and the majority of the uneducated people in the Philippines are from Mindanao and Visaya. 80% of domestic helpers and blue-collar (laborers) in the Philippines are from Mindanao and Visayas. I replied "I want to be able to communicate when I go shopping at Whole Food when I'm in the USA". Because 100% of people working here are Spanish-speaking, and often, their English is very limited.

That's why every beauty pageant etc., Filipinos always come out on top and are feared because when they speak English they are really soft, smooth, agreeable, humble, intelligent, well pronounced, & understandable accent. In the philippines there is a province where the women there if you don't ask them in english they won't answer you, It's rare in asean countries like that. That's why there are many foreigners who are jealous of Filipinos for their accent but they speak English.

7 years ago, I broke m'y ankel. Given the fact I didn't go to m'y sport training this years, I took the opportunity to take lessons if Spanish. It was not a joke because when you go to Wall Food or other shops, yes, they speak English, but if you have something specific to ask, you'll réalisé their English is very basic. But at least, they speak Spanish ans a little English. When you try to speak an other language to an English-speaking person in the USA, you réalise they speak English, only English, they are even unable to tell you what Time IS it in Spanish (not to mention French, Germany etc.) How do you call a person who speak 4 languages? Quadrilingual, or Swiss. 3? Trilingual. 2? Bilingual. Only one? Anglo-Saxon.

I'm French and I'm agreed. Many people here can't even maintain a simple dialogue. They really don't care about learning English, the only places where you can meet English-speaking French are: Hotels, Restaurants, Brand stores, Aeroports etc. And most of English-speaking people are in Paris, that's true, just because of tourists. It's debatable whether that is factual or not. IMHO, over 90% can speak English in the Philippines, however, not fluently. Filipinos are hesitant to converse in English, worrying that someone might hear it grammatically incorrect. Many are 'grammar police' and spelling fault finders.

According to international data, the English proficiency of the Philippines is at GOOD level. Those at VERY GOOD level are Germany, Netherlands, Denmark, Norway, Sweden, etc. Mostly northern European countries. Do you know why? Because English and most northern European languages all originated from Old German, their languages are similar. English is called West Germanic language. There's almost no BPO there because people there won't do this job.

There's no such thing a 'British English' - it's just English by default, because Great Britain is where the language originated. Only those other countries who adopted English and adapted it to their convenience need to add an adjective to identify it: e.g. AMERICAN English, AUSTRALIAN English, etc,

As a Filipino myself, Not all Filipinos are fluent in english that's why there is a phrase called "english carabao". Oftentimes we use tagalog (another official language of the Philippines) to understand each other if one is from another region. Bihira lang akong nakakita na ang isang pilipino nag e english sa kapwa nya pilipino. Pwera nlng kung pareho kayong nakapagcollege. Just my opinion.

Scotland, Northern Ireland & Wales ARE included in "United Kingdom", but English is the first language of most people in the Republic of Ireland, (that probably being in the high 90s as a percent of poulation,) but the rankings are based on NUMBER of people not PERCENTAGE of people, so they are omitted due to size of population (currently only about 5.3 million!)

This is not accurate. There are many Countries in the world that can speak English. Misleading title! Just because English is taught in the country like the Philippines, it makes the country English speaking. I lived in the US for years but I still find many Filipinos I met not fluent in English. Many can get by simple English conversation but it is not considered proficient. In my observation you can tell a person speaking English is a Filipino if he or she starts the conversation with a "because" and repeatedly using it in every sentence.

Most Filipinos can converse in english but do not speak it really well. Is it important tho? Well it depends who you're talking with. The thought of being gramatically wrong and short of vocabullary words, instantly repel them to speak the language. It's acceptable/passable as it is our 2nd language only. Love your own.
