What is the difference between inbound liquidity and outbound liquidity (at the protocol level) can I use circular rebalancing to use in bound liquidity (that I purchased for cheap) from one of my channels to set right the outbound liquidity of another channel of mine. If yes, does this mean that, if i purchase in bound liquidity, i can do circular rebalancing to use that purchased liquidity for out bound payments??

Two problems (out of two apps I attempted to use, so maybe it's me): 1) Lightning Network Plus: I can't get my node to recognize peers using the node information posted on the site. Get errors like "no suitable addresses found" 2) LNBIG: I "purchased" the inbound liquidity (over 12 hours ago). But so far I see nothing. Is something up, or am I just impatient?

There is no correlation. You can get a Pi 4 with a good hard drive and you are ready to go. Consider at least 1 tb SSD

I feel like I am too afraid to open large channels on the lightning network, because I would rather keep my funds in cold storage where i know a hacker would need physical access to gain access to them.

Yep, that's a real and valid concern. I suggest most noderunners keep 10% or less of their stash on Lightning Network (or hot wallets in general)
