What's odd is that I was once in a comp. lobby and the server kept saying that "VAC has detected a cheater on the server" but never did anything about it that line of text kept appearing every 1-3 rounds and we lost horribly because some guy on enemy team had been cheating, seriously, everyone on my team could tell.

As a friend of KQLY himself, let me explain his situation. Hovik "KQLY" Tovmissian was VAC banned in response to the fact that he did cheat - although never in a pro match. He used cheats twice in Matchmaking, as he was well known for pugging in this fashion. KQLY's jump shot was never assisted with cheats, neither was any play in any pro match. Talking to him today, he is a very nice guy who regrets what he did, and believes he rightfully deserved the ban. I hope this clears things up some more.
