They were there to film the water rescue he did. That's their buggy they use to get to spots to film the beach intros and such as well as saving. She just was in the wrong place and started attacking out of nowhere I doubt the crew was filming her as they were filming the public beach. People get filmed all the time in public places, we are in people's vacation vidoes all the time without knowing, we are cctv cams every day where you live 😅.

You can't in certain places where the local government have restricted it. For example, along King Street in Newtown - drink inside the pubs, don't drink on the footpath.

Same in New Zealand. You can't walk around drinking at beaches,playgrounds etc where children may be. A lot of people may take a hamper with some wine and have a quiet celebration or romantic time at the beach and get left alone but obvious drunks definitely cause grief for families

Most countries don't allow it as it causes mass issues. I'm surprised you didn't know that as it's been a rule for decades
