As one of those unfortunate Jo'burg residents who had to go to court to sort out my electricity account, I can tell you there's a good chance City Power's numbers are wrong and they do actually owe the money. I was over-billed by R200 000 and City Power refused to admit their billing error. It cost me R140 000 in legal costs to go to court and win the case. Ironically I was represented by HBGSchindlers.
