Kauai holds the record for the most rain fall in one year (almost 700") and is in the top five for the most rain in one day. Hawaii's volcanic soil composition and it's subsequent sloping mountain topography is better equipped to handle a deluge of rainfall, more so than anywhere in California. That being said, the town of Honeydew in Humboldt County, California holds the record for the most precipitation in one year within the contiguous United States. Though, nowhere near Kauai's record. To answer your question, we Californians will survive. We are resilient and resourceful.

What I don't hear people mentioning about climate change effecting the weather is, the oceans aren't rising because of icebergs melting, but because the water is warmer. When water--or any matter--gets warmer, it expands. More than three quarters of the planet is covered in water. Then it evaporates more and faster causing not only more moisture in the air, but it effects the barometric pressure--basically how much the air weighs--and that causes more storms. On the positive side, when I first moved to LA, the smell of homeless people--and pot smoke, which is the official odor of LA--was overpowering. I have since gotten used to it, but our town could use a good rinse and spin.

Water achieves maximum density at at 2 or 3 degrees celsius. Anything above that, it expands like anything else. Pipes break when they freeze, because water expands upon freezing. The metal also becomes brittle. Cold water is denser than hot water. If water became less dense as it cools, ice wouldn't float.
