Depending on what you think power in Russia equates to, you can also look at his $40 million home and ask yourself if he could afford that on his state salary. Corruption is only that lucrative if you have power. Or you can look at all his deputies and top advisors who are currently being rounded up and charged with prison sentences. I don't know what that is about, but it's certainly not a coincidence. All of them lead very luxurious lives far beyond what their salaries would allow them to do.

Russia's Security Council is a committee that supervises all important aspects of a state: military, economy, education, healthcare, etc. Shoigu, as Security Council Secretary, will actually oversee the Defense Ministry, among many other things. So it is actually a promotion. Imagine a US politically appointed position that oversees the military, transportation, everything that's of vital importance for the State. That's 1. 2. Russia's Defense Minister is almost always a civilian, not someone who came up through the military ranks. Shoigu is a civilian, and his training is civil engineering. Anyone with half a brain knew Ukraine stood no chance in 2014. Once Russia annexed Crimea they should have known this is serious. The US government knew Ukraine was unwinable. They did it hoping to thrust Russia into a vietnam style attrition war where they hoped the Russian people would protest and revolt, causing a change in leadership. That was just plain stupid on our part. From day ONE of the Russian invasion it was known by people able to critically think that the best outcome Ukraine could hope for was the loss of the Russian-speaking eastern part of Ukraine and Crimea--basically, the part of Ukraine that historically is Russian goes to Russia, and the rest that hate Russia would remain. Anything else is a march to WW3.
