In answer to your question, yes. The blood grounds can be resettled until you throw the party. What happened with the Fey Enchantress is that the Skaven resettled Quenells, FE attacked them and took it back, and then you showed back up.

It's understandable, why you forgot the number of this episode, surprising, how you managed to get up in the morning, after that Party in last episode, you went wild. At some point High Elves sailed here, complaining about the noise, they were threatening to unleash their Magic Turkey Squadrons.
