Reimu and Marisa are late teens to early twenties as far as I know, though they seem to age in Simpsons fashion, IE they don't seem to get any older as time wears on (bear in mind that the oldest Touhou game is now over 20 years old) and their exact age at any given time in the story is a little bit fluid within certain limits. All the other characters, as the majority of them (including Elly) are youkai... age is pretty irrelevant, but any random one you might choose is likely to be hundreds or thousands of years old, being the embodiment of an animistic spirit.
