It took a bit of digging through third party links, like touhou wiki and wayback machine. So apparently there used to be an annual touhou live concert called "Flowering Night" (2006-2013), and on 2011 during Comiket 80, a music&movie DVD called "FLOWERING NIGHT Theather 2011" was released. The animator credited for Usatei 2011 is カギ from "locker room production". Unfortunately, in the history for C&C and LR websites I could not find any mention of this video. The back cover and menu screenshots indicate it is a mpeg2 dvd player compatible disc, so unless they included an Extras folder, it is only available in the animator's private storage. I could not find any directory listing or download of the dvd, and it's now 'out of print', so I have no way of checking. One last idea I had is to dig through kagi55x's and beatmario's twitter posts from around summer 2011. I tried the latter one but only found a single link to the dvd's demo footage.

@@theultramage I took an interest on this recently too, having found some of the stuff you mentioned. Maybe following some of their social media would be a good idea, but I also arrived at the conclusion that the SWF file was never on the internet in the first place probably, just encoded into video and uploaded somewhere. We would need to get in contact with the original animators. (btw, if you're interested into seeing roughly what the video would look like, I have upscaled a video from niconico I found and uploaded it, however its still far from how good the original SWF file would look like)

They mentioned it a bunch of times, latest was 2 months ago on its 10th anniversary of release. So it's easy to go bug him about the swf, but I don't know the person and they post in japanese, so it might be rude to just suddenly start making requests. Also, it's possible there's messy licensing blocking the release. Does link to the (likely unauthorized) third party upload from his niconico's "portfolio" playlist, but that might be all they can do. It's part of a commercial product seemingly licensed to a third party publisher, and they may have signed away all their rights with no exceptions. In addition, the music track is by C&C, and it is long enough to be the full album version instead of just the usual promo part. So unless all of this is somehow resolved, the full version of usatei2011.swf is never going to happen.
