I wonder if the tourists think that the guard has no authority over them so they ignore him and do what they like going into the box. And the looks they hand out when told is disgraceful.

Maybe they could make a sign with a picture of somebody stepping over the line in a red circle with a line going through it, similar to the "don't touch the horse " sign.
