You are doing great! I work for an HOA doing parking enforcement and I have had to call 911 5 or 6 times in the past year and a half over people threatening me. Some people simply ignore all warnings and you have no choice but to have them towed. If someone didn't enforce the rules (especially where I work) there would be nowhere to park for anyone!

I was on police rotation list and the ones that used to kill me were the drunks,they drive drunk 🥴 and blame me for it. I never cut them a break .
