the igniter turns red and hot, but there is no fuel oil in the pot. is there always heating oil in the pot? mine is powder dry

Hello, I have the error message E2 on my toyotomi. I have already cleaned the burner pot and use highly purified petroleum. but no fuel oil seems to be required. what can I do?
