Government allocated several million dollars of tax payer funds for the yes campaign. Large corporations can receive that funding to promote the yes campaign. Community groups can also receive up to $15k of that funding to promote yes. The above also receive mainstream media advertising coverage. The NO campaigners receive no funding and no media advertising coverage. The referendum campaign is bias.
