Are there any tips for getting Rumbles head to pop up when it gets stuck

If it's stuck, it's likely caught on the edges of his body. I would use a pointy object to push down and move it around until it comes free. If that doesn't work, your figure may be defective. Luckily, Walmart is very generous with returns and exchanges. 🙂
