I don't even know how Joey can argue against that scene, I wasn't a big Rock Lee fan up to that point, and to be fair he's still not a favourite character of mine (though him having so little screen time is one of the reasons, and I'm biased for villain), but that scene is probably one if not the most iconic scene from Naruto. This is a really good point. Sailor Moon’s influence on pop culture is massive. There was a time when anime was infamous for recycled animation, and Sailor Moon’s transformation scene was the most well known example. It’s less common now that anime has become a lot more mainstream but a Sailor Moon-esque transformation scene used to be the goto shorthand for anime in all sorts of parodies.

Iconic is Super Saiyan, Rock Lee taking weights off, Ashita no Joe’s ending referenced so many times in anime, Axis Shock in Gundam, and the Akira slide. Those are all that come to mind when I think of iconic. Neon Genesis has plenty of iconic moments too. I feel like the fact that a lot of anime reference those moments is a major reason why they are iconic. You would know the reference without even watching the original anime.

If we’re just talking about moments that are specifically iconic to us personally I have one: during the Luffy v Lucci fight in the Enies Lobby arc in One Piece, Usopp yells out to Luffy and says “defeat him! So we can all leave together!” And Luffy just screams “Of course!!!” but in Japanese obv. That moment single-handedly made me prefer subs over dubs, hats off to the voice actress that plays Luffy

The Rock Lee scene is what ultimately got me into anime. My friend kept telling me to watch Naruto, we were already 18 mind you, and I thought he was such a nerd for even suggesting it. He begged me to watch the show, then lent me 12 seasons of Naruto on these different colored DVD box sets, but I just wouldn't. Then a month later I got super sick, ran out of things to watch in bed, and decided I'd finally throw those DVDs on... I thought it was OK, mildly entertaining, watchable. I couldn't understand why a freshman in college would care about this stuff. But the Chunin exams happened, and the Rock Lee vs Gara fight changed my opinion entirely! I went from watching to kill time & to tell my friend his nerd stuff wasn't good, to suddenly becoming invested & binge watching the whole show! After that, I NEEDED to see more anime & explore what else was out there. The rest is history!

Pikachu gets critically injured, and as Pikachu lays dying Ash faces off against the flock himself. Iconic does not mean "most epic" or "my favorite moment", it means something that's extremely influential that everyone knows. If we're looking for scenes that get referenced a lot and even the general public knows about, I think the list is something like this: 1. Goku goes Super Saiyan. 2. Sailor Moon transformation. 3. Ash yelling "Pikachu I choose you!" 4. Fist of the North Star's flurry of punches (even though people don't know it directly). 5. Goku's kamehameha. I know it's a boring list that features DBZ twice, but realistically, Rock Lee's weights, Akira's bike slide, or the Enies Lobby flag are not that widely known.
