I have no air leaks But when I apply the brakes It drops from 120 to 90 If I apply them again it drops from 90 to 60 Could this foot valve be my problem?

If you hold your brakes at 90psi, it should not leak any more than 5 psi in 60 seconds. If it does, check your air system for leaks. If the treadle valve is hissing, theres your answer.
