its not a matter of peak power export. what he is doing is quite intelligent. 250watts is what it takes for him to expand his aerobic engine. that doesn't mean he is riding at 17 mph... also the point isn't to exhaust yourself on every session... do you train that way? honestly man, its just silly to say is not impressive, if you can maintain that for 6 and a bit hours at altitude and run a five minute mile after... me thinks its one heck of an effort
