No they will show up in your recruitment pool just the same and post battle captures work the same way too.

Yes. If you really want a particular city as your emperor seat. At that point you might want to wait until you conquer that city and then move capitals before you trigger the king rank

genuinely asking, does anyone get this issue where your game always crash when you end your turn and does anyone know how to fix it?

that usually means your cpu is struggling. Try backup your save files and then delete all the save files from the game folder except the one you are playing. That should help a lot (or try to update the cpu)
