Instead of writing the number on the tag, can a punch be used? quite sure there are number punches being made by someone... If the material for the tags won't support such a method, then there is an opportunity to create stronger and more durable tags...

I suppose Vitamin A deficiency is more of a problem in the cold-desert climates where the grass is brown ten months out of the year. Green grass is naturally high in Vitamin A.
