I don't agree with that at all. They very specifically provoked him. There was no complaint against him. He very clearly explained to the officers that he was at the adjacent bar and was standing by the fence to get out of the wind. Instead of saying 'have a nice night' and moving on with their day on a no complaint voluntary call, they try to do a consent search, which immediately agitates him and begins the downward spiral. He has severe sensitivities about being stalked by police and searched without probable cause.
