a quick troubleshooting and operation of the Toyota 4Runner 2001 heater core.
after cleaning the heater core on this 4runner it worked fine. it appears the pump might be a little weak at low RPMs.

Sometimes it's an open t-stat but what's your recommendation on changing'm?🤔
