Perjury is hard to prove, and -- you'd actually have to be accused (as in charges filed) for perjury, have a full fledged hearing (if not a trial) w/due process, etc., and honestly, it would be hard to prove *beyond a reasonable doubt* that he wasn't referring to Cohen. Much easier to ratchet up the consequence each time he violates the gag order, and there WILL be a next time. And then a next time after that....and honestly, he'll likely commit a clear cut and more significant act of perjury in the coming months.

Trump is the kind of 'tough boss' that calls in senior staff for an emergency meeting at 3 AM, but instead of adressing the actual problem, he's wasting everyone's time by ranting about the horrible coffee that's being served for 30 minutes, forgetting the actual topic of the meeting alltogether.
