Minutes before gunfire erupted a redheaded guy was behind the bleachers having a cookout and saw the shooter scramble onto the roof and crawl across it. He pointed out the rifle carrying dude crawling across the roof to several cops who could not see the crawling guy from their angle so they did nothing and a couple minutes later the crawler stood up and started blowing people away and then the police sniper could see him standing and according to the redhead the sniper "blew his head off".
