Your laws in the US on blackmail are a lot laxer than ours in the UK. But in the end, if you have done nothing wrong, all you do is tell the police and ask them to prosecute them for blackmail, and if the blackmailer speaks out, sue. OTOH if you have done something wrong, then you should confess to whoever you wronged, and tell the police about the blackmail so they can prosecute. Paying a blackmailer off is stupid, and encourages them in their wrongdoing.
