because China is a socialism based country. the governments will help people re educated and find a job. and in order to reduce taxes. company always needs to find disabled workers. That help the weakness well. so in China if you are a disable one. you would find a job more easy then even a high educated one. So China has a structure to help poors and weakness. and that helps China reduce crimes rapidly.

If you go to big cities in india too you won't find beggar and remember china is communist and india is democracy because of which india is diverse people here people have different opinions in every field so it's not easy for indian government to implement strict law to indian people. China is homogenous society which is very easy for government to handle

Just to explain a bit, basically in China, some boutiques are trying to (instead of giving a direct discount) give customers a chance of lottery to attract more customers. Especially during festivals, this works sometimes much better than sales.
