Tubas have about a 5 octave range, from well below the low A on the piano keyboard to up in the upper treble clef.

There are 4 kinds of tubas for orchesyra, two are for lower ranges (C and B-flat) and two have an easier play for higher ranges (E-flat and F)

Broughton is intentionally quoting the Vaughan Williams concerto. Both pieces are considered standards in the repertoire.
