I think you bring up the best point... as we collectively groan about what is going on... I have always thought that if I let people know about a particular offence that someone will do something about it; someone with some authority whether it is the SPCA or some agency devoted to human welfare. But most are too busy or understaffed or just not interested. And when just an appointment with a lawyer may cost $700 how can ordinary people get things straightened around?
