Looks like a general purpose hopper barge. Could still be a chip barge or scrap who know's. Bringing the barge up chock-a-block on the stern with the bridle tight almost like using gate lines. Gate lines used to be a very common practice in New York Harbor for working the narrow canals. Gate lines, fyi, are just two lines running from the port and starboard bow of the barge to respective sides of the H-Bitt on the tug. Offers the stopping capability of push gear with even greater handling.

We'll no it's a coal barge, it hauls black coal. And those other barges did not have sawdust in them, it's pulp. The guy who gets on the barge is a deckhand, he is responsible for tying up the barge when it docks. And the tow line is called a bridal. The tugboat has a massive winch on it to real in the barge to the stern of the tugboat so it is easier to handle.
