Another issue is how the city is growing so fast that the infrastructure can't keep up, leading to a lot of traffic jams. Lack of public transport into many areas. But in general it's the best base to have as an entrepreneur these days. Low tax, digitized government infrastructure, safety and direct flights everywhere.

I just don't buy this at all. Maybe if you're already rich, Dubai is convenient. But there is no real opportunity in Dubai, not for normal people. Yes, Dubai is motivated to make the city attractive. Maybe they will chose to make the city more liberal, to meet that goal. Maybe they won't. Dubai also has another dual goal: do not disturb the rich ruling class. If there is a conflict between 'making the city attractive' to westerners, or _really_ threatening the power of the elite, this conflict will be resolved in favor the elite, 100% of the time. Foreign Nationals are very specifically made to be powerless, in Dubai, except as customers.

in Europe and USA no freedom from robbery, stabbings, filthy roads and yet you have to pay lot of tax. UAE, Qatar, Kuwait also invites immigrants who are productive in their country rather than Europe and USA who will encourage illegal immigration and than blame others when we ask them why your countries are in mess.
