Hmmm... chromatography doesn't separate compounds based on their solubility, you have extraction or filtration for that. If a compound doesn't dissolve in water it won't move at all on the chromatography paper/TLC plate. Chromatography is about how polar a compound is, which impacts how much it sticks to your stationary phase (traditionally silicon dioxide, a polar compound). More polar compounds stick more tightly to the silica particles, and thus don't move as far, even though they are more soluble in water..

I think because the compound is more soluble it would be dissolved in the solvent and then travel further, whereas a less soluble compound would sort of get left behind if you know what i mean
