It feels like, while the weights do account for themselves, the variables that get put closer to zero in the array also get weighted more heavily because they are chosen first for the 2nd local sum. Would it be better to randomize the selection of weights to sum in the second function?

I made this tutorial a long time ago so I don't really remember the details. If the scenario you present is correct, then yes that is problematic. It could be verified with a large set of outcomes and compare it to the weights to see if they line up or not.

There may be edge cases where you need to make some special considerations. But for the most part it should be fine.
